Sharma, Motilal. (Mar 1985). Distance Education: Professional Staff Paper. This paper examines the relevance and cost-effectiveness of the use of mass media for spreading education and the dissemination of information needed to sustain growth and technological progress in developing countries. An overview of experiments with the use of radio and television for educational purposes provides brief descriptions of distance education projects in the USSR, the United Kingdom, Niger, Honduras, Rwanda, Nicaragua, the United States, India, Australia, and Malaysia, and notes related activities in other countries. Discussion of the economics of distance education focuses on issues raised by case studies on the cost-effectiveness of distance education in various countries. Prospects and issues in the field are then discussed in the context of: (1) primary and secondary education; (2) teacher education; (3) education management and administration; (4) tertiary education; and (5) nonformal education. A brief review of the Asian Development Bank's involvement in distance education concludes this paper. Shermis, Mark D. (Oct 1987). Utilization of Computer Technology in the Third World: An Evaluation of Computer Operations at the University of Honduras. This report of the results of an evaluation of computer operations at the University of Honduras (Universidad Nacional Autonoma de Honduras) begins by discussing the problem--i.e., poor utilization of the campus mainframe computer-- and listing the hardware and software available in the computer center. Data collection methods are summarized, including interviews, budget examination, review of organizational structure, review of registration records and relevant documents, and on-site visits. The redefined problem, consisting of three primary areas, is described: (1) lack of a universal power system to serve as a back-up source during frequent electrical outages; (2) lack of a communications mechanism to the auxiliary campuses; and (3) lack of a computer operating system which supports commercial applications. In order to address these issues more fully, the development of the computer industry is reviewed, and it is proposed that the organizational structure operating philosophy be changed to reflect a more decentralized approach. An accounting system and improved inter- and intra-campus communications are recommended, as well as training of staff, creation of a department of computer science, increased space for the computer center, purchase of a universal power supply unit, and establishment of a university-wide database and word processor. The university is encouraged to take an advocacy role in national computer policy. (3 references) (MES) ED295609

Spaulding, Seth. (2002). Recent Research on the Impact of Alternative Education Delivery Systems in Honduras. In Honduras, 88 percent of the rural population has 6 years or less of formal education. Several distance education schemes have been undertaken to address both low rural educational levels and the destruction of schools by Hurricane Mitch. This paper reports on recent studies of two distance education efforts with substantial international support. Since the mid-1990s, USAID has supported EDUCATODOS, which originally covered grades 1-6 using packages of printed materials supplemented by radio lessons. In 1999, the program was extended to grades 7-9, and audio materials were distributed on cassettes and CDs. Telebasica is based on the Mexican Telesecundaria program and serves grades 7-9 using videotapes and printed materials from Mexico. Telebasica operates during the day with trained teachers in converted schools, while EDUCATODOS operates in the evening in any available space using volunteer facilitators. A 1997 evaluation of EDUCATODOS found that the program had offered 120,000 person-hours of schooling to Honduran youth and adults at 28 percent of the cost of equivalent traditional schooling. EDUCATODOS students had higher achievement than traditional elementary students, but dropout rates were significant, especially among indigenous groups. In 2002, ongoing research projects are evaluating program impacts on women and on the economy, documenting changes in student attitudes and character at the seventh-grade level, studying volunteer facilitators (teachers), and examining elements of program organization and management. Preliminary findings indicate that the two programs are raising student achievement, improving student self-confidence and employment potential, and offering innovative and flexible delivery. An international conference on creole languages and educational development was held at the University of the West Indies, St. Augustine, Trinidad, from July 24- 28, 1972. It was attended by scholars from Africa, Australia, Hawaii, the Caribbean region, the United Kingdom, the United States, and France. The papers presented were descriptions of a wide variety of creoles or recommendations for education and language planning. Most creole language studies are being made in the Caribbean area at the present time, and the majority of the papers dealt with Jamaican and Guyanese creoles and others of that region. Papers were also presented on one Asian creole, Malaccan Creole Portuguese, and the African creoles of West Cameroon, Sierra Leone and Nigeria. Other papers dealt with such subjects as the influence of African-based creole pidgins on American dialects, the concept of pidginization-creolization with reference to Yiddish, the use of pidgin in Nigerian literature, English and Spanish in Puerto Rico, New World English, the acceptability of creolized English in the classroom, and the concept of competence with reference to four texts of children's speech in the Cayo district of British Honduras. Tilson, Thomas D.; And Others. (15 Mar 1991). The Cost-Effectiveness of Interactive Radio Instruction for Improving Primary School Instruction in Honduras, Bolivia and Lesotho. Findings are presented from studies on the use of radio for teaching primary school children mathematics in Honduras and Bolivia and English as a Second Language in Lesotho. Interactive radio instruction (IRI) is so called because of the active participation of the students. Although lessons are presented by conventional radio, scripts are written to solicit responses from the children. Data from Honduras and Bolivia include both costs and measures of effectiveness, but data from Lesotho are for costs only. In Honduras, almost 200,000 children and 6,000 teachers used the radio lessons in 1990. Evaluations were conducted with three groups from different parts of the country. In Bolivia, where lessons reach about 50,000 children, evaluations have been conducted for grades 2, 3, and 4. English language instruction in Lesotho is delivered by radio to about 200,000 children; in contrast to Bolivia and Honduras, broadcasts are on government- owned, rather than privately owned, radio stations. Data suggest that IRI is a powerful instructional tool, possibly even more cost effective than textbooks or teacher training. Achievement gains in Bolivia and Honduras were striking. IRI should be considered along with textbooks and teacher training when educational planners consider options for improving basic education. Twelve tables and eight figures present study data.
